Shadae McIntosh
Shadae McIntosh is currently completing a Policy & Governance Internship with the Jamaica Artificial Intelligence Association (JAIA) and is a Diplo alumna, having completed the DiploFoundation AI Apprenticeship. Passionate about continuous learning and personal development, Her interest in artificial intelligence stems from a desire to ensure emerging technologies are developed and used ethically, leading her to create a chatbot on safeguarding AI, data, and enterprise during her Diplo apprenticeship. She will be pursuing a M.Sc. in Cybersecurity Management, Law and Policy, building on her longstanding interest in data protection, privacy, and responsible technology governance. Through the EthicaAI Caribbean Fellowship’s focus on building ethical, inclusive AI, she hopes to investigate the barriers limiting AI adoption in Caribbean classrooms and contribute a practical, locally grounded framework to help educators integrate AI responsibly and equitably.
AI is changing how personal data can be collected, analyzed, inferred, and reused, creating emerging privacy risks for Jamaicans. While Jamaica’s Data Protection Act provides a legal foundation for privacy protection, AI introduces new challenges involving profiling, automated decision-making, bias, transparency, and accountability. These risks are compounded by gaps in enforcement capacity and the specialized technical expertise required to oversee increasingly complex AI systems. At the regional level, emerging Caribbean AI policy initiatives also reveal gaps between establishing responsible-AI principles and creating enforceable mechanisms for testing, auditing, accountability, and incident response. The research examines whether Jamaica’s existing data-protection and emerging AI-governance arrangements are sufficiently equipped to protect individual privacy and rights as AI adoption expands.
